• The C2 Summit:

    Cutting-Edge Contractor Compliance

What is C2?

The C2 Summit is the first conference of its kind, bringing together experts from government and private industry in the unique field of contingency contracting also known as defense contracting.

Contingency Contracting is manner in which the U.S. government acquires goods and services to support its missions in emergency areas outside the United States.  The areas are typically in conflict or post conflict areas, and include the neighboring countries required for support and supply to the U.S. mission.  Most of the U.S. government’s current contingency areas are in the Middle East and Africa.

Contracting with the U.S. Government, either as a prime or subcontractor, entails far more than having the operational capabilities to perform the work identified in the contract. The contracts typically include what may seem to be complex and extensive mandates for both the award and performance of the contract. A failure to adhere to the contractual terms and conditions, including certifications, may have unintended consequences.

The consequences can include criminal, civil and the administrative remedies of being suspended or debarred from future government contracting.

The C2 Summit will identify the risk areas and provide best practice mitigations measures to reduce the risk of non-compliance. This risk mitigation is not only important to the U.S. government, but also to the prime and subcontractors seeking to mitigate their liability exposure.

Does your organization want to compete for and win US government subcontracts in the Middle East and Africa (MEA)?

The C²Summit is the first conference of its kind, bringing together experts in the unique field of contingency contracting, sharing their experiences and insights.

Opportunities abound in this sector. Various U.S. government agencies routinely award service and supply contracts to support military operations in conflict, post conflict and logistical support hubs.

One such illustration of these services contracts is the recently issued U.S. Department of Defense solicitation for what is known as the Logistics Civil Augmentation Program (LOGAP V) contract.

The latest LOGCAP V award is the biggest ever at US$82 Billion!

Historically 75% of the LOGCAP contract has been subcontracted out to companies in the Middle East providing services in engineering, construction, facilities management, recreational services, food services, catering, billeting, logistics, transportation, base camp services, supply operations, maintenance services, janitorial services, airport operations, and other services identified as support operations in contingency areas.

In a competitive global environment, the key to success is being able to distinguish yourself from the competition.

The summit will provide clear guidance and insight into the techniques, strategies and alliances necessary to the successful award and performance of U.S. Government contracts in Contingency Areas.

Learn how to best develop and leverage your company’s compliance program to both mitigate risk and gain a competitive advantage in both award and performance ratings.

Meet the executives and decision makers from the companies submitting proposals for award of the LOGCAP V. Hear from successful companies and government representatives what they consider important to the decision-making process in awarding U.S. Government contracts and subcontracts.

Six prime contractors will be selected to perform the LOGCAP V effort. The Prime contractors will be requiring literally hundreds of subcontracts in diverse services areas including, but not limited to:

o Minor Construction
o Refurbishment
o Wells Maintenance
o Facilities Management, e.g. roads and grounds Services, perimeter fencing

  • This is the first conference of its kind, bringing together experts in the unique field of contingency contracting, sharing their experiences and insights.

The C2 Summit will also be of critical importance to those companies seeking to either obtain contracts directly from the U.S. Government or to become a subcontractor to existing contractors. The summit provides both the substantive knowledge necessary to receive and perform government contracts as well as the opportunity for professional interaction with industry leaders.

The C² Summit, LLC was created for the dual purpose of enhancing the participation in, and the professional development of, government contracting in Contingency environments. Although we facilitate business development and performance through information sharing and networking sessions with subject matter experts, we do not perform consulting services, either for the U.S. government or to private industry.
